Policy briefs
AHEN's policy brief series translates working paper research into accessible, decision-maker-facing analysis. Briefs are 4–6 pages, peer-reviewed, and written for non-specialist audiences: finance ministry officials, central bank staff, parliamentary researchers, union economists, and civil society analysts. Target: 8 briefs per year in the founding phase; 20 at full scale.
Multi-stakeholder policy labs
Regular convenings that bring technocrats, labour organisations, private sector representatives, and community groups together to co-design policy pilots drawing on heterodox economic analysis. Policy labs are AHEN's primary vehicle for genuine democratic co-design in economic policymaking.

Format
One-day facilitated workshop, anchored by a working paper or policy brief. Structured deliberation, not unstructured discussion. Outcomes are documented and published.

10 labs per year in Year 4; 20+ per year in Year 5. Cumulative target: 120+ labs over the five-year programme.
Rapid-response technical advisory team
A dedicated two-person team providing real-time technical advisory support to African finance ministries and central banks — on liability management, macro-modelling, fiscal space analysis, and strategic resource planning — drawing directly on AHEN's research base. Activated in Phase II (Year 4, 2029), this team bridges the gap between academic heterodox economics and operational sovereign economic management.
The rapid-response team is planned for activation in 2029. Ministries and central banks wishing to register interest in future advisory support are welcome to contact AHEN.
Financial blueprints
AHEN's most distinctive policy output: operational institutional designs that give African finance ministries and central banks concrete, implementable tools grounded in heterodox macroeconomic analysis. Unlike conventional policy recommendations, Financial Blueprints include draft executive decrees, statutory financial templates, and operational procedures.
Forward Forex Facility
A structured mechanism enabling sovereign states to manage foreign exchange exposure more predictably, reduce speculative currency pressure, and smooth import financing without depleting reserves. Draft blueprint in development from Year 3.
National Development Counterpart Fund
An institutional design linking sovereign resource flows — including aid, loans, and export revenues — to domestic development investment, reducing aid dependency and strengthening the balance sheet of national development finance institutions.
Financial Blueprints represent AHEN's most distinctive contribution: the point at which heterodox economic research becomes heterodox economic statecraft.
